Where the gap comes from
Heat rises
Warm air collects on the top floor, and the thermostat — usually downstairs — never feels it.
The roof and attic
Summer sun heats the attic, and ducts running through it pick up that heat.
Airflow
Long duct runs, closed dampers or too few returns upstairs leave bedrooms short of cool air.
One system, one thermostat
A single zone can't satisfy two floors with different loads.
Fixes, smallest first
Balance and fan settings
Adjust dampers toward upstairs in summer; run the fan continuously where suitable.
Add return air upstairs
Let warm air leave the upper floor.
